New Site for the Village School

The County Council has decided that their preferred site for the new village school is at the end of School Lane.
 They  will be holding an informal consultation event, possibly during April, prior to the planning application being submitted later in the year and this will be advertised accordingly.  This will be an opportunity for people to see the actual plans for the school and to see what it will look like.

Update on the proposal to replace the Lulworth Base

The Lulworth Base of the Winfrith & Lulworth VC CE Primary School is currently located in
School Lane,West Lulworth. The school became a primary school as part of the
re-organisation of Education provision in the Purbeck area. Since September 2013 the school
caters for children from reception age to year 6. The school has a planned admission number
(PAN) for each year group of 20, equivalent to a total pupil capacityof 140 pupils.

The school operates on a split site, with the younger children (Reception to Year 2) at the
Winfrith site and the older children (Years 3 to 6) at the Lulworth site. Work has recently been
completed at the Winfrith base to improve and enlarge the school and we are now focusing on
the replacement of the Lulworth base.

The existing Lulworth School base is situated on the south side of School Lane in West
Lulworth, on a small level area with the north slope of Bindon Hill rising steeply behind it.
The accommodation is undersized, lacking in facilities and generally no longer suitable for
purpose with the increased numbers it is now expected to cater for. There is an opportunity to
provide a new modern school in the village and Dorset County Council officers have been
looking at the various options available to do this.
One option they have looked at is replacing the school on the existing site, however, it has
been concluded that it would not be cost effective to do this and would have a significant impact
on the operation of the existing school whilst the project took place.

The County Council therefore looked at potential alternative sites in and around the village, and
focusedupon the ‘Glebe field’ as being the preferred site for the replacement school. However,
following the subsequent decision of the landowner that the ‘Glebe field’ was not available for
this purpose the County Council reconsidered the other potential alternative sites. The sites are
outlined in red on the map below.


Each site has been assessed in terms of size, location, topography, ownership, covenants,
planning constraints, archaeology, ecology, accessibility, highway safety, utilities availability,
existing buildings, risks and costs.

Site A, The Glebe Land was rejected as it is not available. 

The existing school Site E and Site B at Hambury Farm have significant constraints
including insufficient site capacity, steepness of the land and highway safety concerns.

Site F, north of the Village Hall has sufficient capacity for the building and external areas
but not for any staff parking or vehicle turning. The topography is challenging and would require
significant earthworks and retaining structures.

Site C adjacent to the Youth Hostel and Site D north of School Lane both provide
sufficient capacity for the required facilities. Both could include access for vehicles and a
turning circle for a school bus. Both sites are near to the largest areas of residential housing in
the village which will encourage walking to school.
However Site D has a much steeper gradient than Site C, would be more difficult to access
from  School Lane and more expensive to develop.

For the above reasons the preferred location for the new school is Site C. Discussions have
now begun withthe landowner, The Lulworth Estate, as to the potential acquisition of this site
for the replacement school, subject to receipt of planning approval for the development.

A feasibility study has been carried out for the school development on this site and work is now
moving to the detailed design stage in preparation for a Planning Application. An indicative site
layout plan is shown below.

It is intended to submit a Planning Application later in the year. Prior to this happening there
willbe an opportunity for the school and community to comment on the proposals through an
informal consultation event. A date for this event will be advertised in due course.
